Hello, there are many tools online that can do this, a quick Google search gave me this site, which seems like what you are looking for. http://www.texttopdfconverter.com/

But I don't understand the problem as you should definitely be able to view regular .txt files by default.

You can also consider to use a printer driver to print a file to a PDF file.

For saving a web page to an image file there are extensions that can do this, but they usually save the file to a PNG file and not TIFF. Is there any particular reason that you want to use a TIFF file?
