This is going to sound lame, but... have you shut down and restarted Windows since this problem began? Sometimes the Windows Installer starts behaving erratically, perhaps due to a backlog of deferred updates, and the only way to get around it is to reboot.

Hi,

    Thank you for your time. I did shut down but  FF only. Should IE be up and running to do this? I got farther this time. Almost installed. I've attached a screen shot of the error message. I also rebooted.

Well, you might need to use Microsoft's forums for this one. I don't think the volunteers here are very familiar with those errors.
