There is an Attach button on the Composition Toolbar in the Write Window. Are you missing the entire toolbar? It has Send-Spelling-Attach-Security on it.

If so select View-Toolbars and turn on the Composition Toolbar.

If you have some of the Composition Toolbar but just missing the Attach button, right click the Composition Toolbar and select Customize. Find the Attach button in the dialog box that opens and drag it back onto the toolbar.
