Mousewheel Down to scroll doesn't work (mwheel down)

Pressing down the mousewheel buton (mousewheel down a.k.a mwheel down) no longer lets you scroll up and down on the page. It used to give you a little circle with an up and down arrow that you could use the mouse to control the direction of the page, but this feature is either broken or no longer exists. All other mousewheel functions operate normally; such as mwheel down to open a new tab from a link, or to close a tab. What happened here? I am only able to scroll the page by normal mousewheel movement, using the scroll bar, or arrow keys. Where did the page drag go?

  • Tools > Options > Advanced > General: Browsing: "Use autoscrolling"
