In Thunderbird, open Edit > Preferences > Composition and on the lower half of that screen you should see `Automatically add outgoing email addresses to:` in that drop down select Collected Addresses

If I 'Click' the Star on the address it should add to my Collected Address' It doesn't it goes to Personal Address'

The option reference above is only for outbound addresses. I do not think there is an option to change from the personal book if clicking the star. If you click a filled star the edit dialog for that contact opens with a way to select a different book. So you would have to click the star once to add it and a second time to change books.
