Can't download attachments in gmail except in safe mode (disabling all extensions does not work)

Help > Restart with Add-ons Disabled...

When I do this, I'm able to download the attachments as usual.

However, I tried disabling the add-ons to track down which one was causing problems. Even with all add-ons disabled, it still doesn't work. What else does safe mode do besides disabling add-ons?

Read somewhere that safe mode also disables hardware acceleration ,so I tried that. No effect.

Scratch that. The save as dialog was opening way off on a monitor in another room. The restart with add-ons disabled got that window opening on the primary monitor again.
