Cox internet service, can send but not receive emails using Android phone on Verizon as a wifi hotspot.
MAC OS X El Capitan 10.11.6, Thunderbird, home internet service through Cox, Galaxy S4 phone through Verizon. No problems using wireless at home. Can receive but not send emails using the phone as a wireless hotspot. Send operation never requests my password, just times out after about 2 minutes.

You probably need to be sending via Verizon login/smtp. I don't see any settings for Verizon.
