Preferences are never stored
On my old laptop whcih was running windows 10 Firefox stoped saving preferences, especially cookies. Everytime I opened firefox aI would have to accept cookies from bookmarked sites. I recently switched to a new laptop so put in a completely clean version of Firefox and synced my old data
The sasme problem is happening, cookies preferences are not being saved

Do you mean your cookies are deleted when you exit Firefox and start it up again, or your cookie exceptions list is deleted, or both?
What is your current default policy for how long cookies are retained? You can check on the Options page, Privacy panel:
"3-bar" menu button (or Tools menu) > Options
In the left column, click Privacy. If the selector is set to:
- Firefox will: Remember history -- most likely you are keeping cookies
- Firefox will: Never remember history -- Firefox is using automatic private browsing and will not keep cookies from one session to the next
- Firefox will: Use custom settings for history -- here are the settings to check:
(A) there is a checkmark for "Accept cookies from sites"
(B) Are you letting sites set persistent cookies if they want ("Keep until: they expire") or only allowing session cookies ("Keep until: I close Firefox") ?
(C) Is there a checkmark for "Clear history when Firefox closes"? If so, click the Settings button to the right and make sure that you do NOT have a checkmark for Cookies (if you want to keep cookies) or Site Preferences (if you want to keep the exceptions list).

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.
