Is there a way to turn all processing i.e. running javascript, image animation, audio, anything else WHEN the browser looses focus in a desktop environment.

e.g. In windows I click on another app. to give it focus. I want EVERYTHING to stop running in all firefox tabs and resume when i click back on the firefox window.

As a user I do not care about the websites processing requirements, I want to take control.

Is the browser open at this point? And what Windows O/S are you using? Are you sure this isn't a Windows Scaling problem?
