It was the addon password manager ROBOFORM that removed the check from the checkbox. I checked with them and that is their policy.

Hi,

Would you please make sure that you're not in permanent Private Browsing mode :

3-bar menu (or 'Tool's) => Options => Privacy & Security => under 'History': choose 'Use custom settings for history' and make sure that 'Always use private browsing mode' is unchecked.

In that case : do you have any security software installed or a password related extension  ?

If so : would you disable it and see if that will make a difference  ?
