icedtea never can't be used?
There are applications provided by the Brazilian government and can not be replaced by others. These applications require the presence of Java and the "icedtea" plugin. So we have to install this crap. Given this fact, how can we use Firefox?

Firefox v52+ disables all plugins except for Flash Why do Java, Silverlight, Adobe Acrobat and other plugins no longer work? {web link}
You can install the Firefox ESR 52 version which will get security updates into early 2018, to get "more time" using Firefox.

I see it: " Over the past few years, Firefox has worked hard to build replacements for these plugins. Together, they are called Web APIs. They are designed to replace the function of these plugins without undermining your internet security, stability and performance. " Does this mean that if I choose the "Web APIs" I no longer need Java?
Java has been phased out on many browsers already. And flash is being replaced by the HTML5 player (but many sites still use flash).
Wow ... This is no joke ..... The government of a country like Brazil uses this crap (Java) to provide applications to taxpayers. How can it be so difficult?
