Can you store the Security and Firefox Settings in a location other with than the Cookies and other "Private" settings?

REASON:

If you configure Firefox Settings to "Clear Private Data on Exit", THEN "Quit" Firefox so it does just that - It also wipes-out ALL your Privacy settings! The next time you open Firefox you have to go back and reset them all over again! (A tad irritating to say the least).

I have had a look into this and there is no way present to store those settings seperately.
