Mozilla will probably never come up with this idea :-)
As Mozilla do not make a mail client, I am sure you are correct. ;)
While the idea has been around for more than a decade in bug 658570 The idea gained very little traction as Mozilla played in the Firefox OS space (and failed) as Firefox OS had the Gaia mail client for that operating system which saw largeley based on Thunderbird.
Since that time Thunderbird has started a process of rewriting the code in "web technologies" something that is required as a first step towards an android version. That will continue for at least the next release cycle and probably the one after. The current roadmap is here https://developer.thunderbird.net/planning/roadmap All the work to deXUL mentioned in the roadmap is a prerequisite for your idea.
It is not that the idea has not been floated or considered. It is that it is actually a huge amount of work to get there.
