I exported an address LIST from another computer and am trying to upload (import) all the addresses into a new GROUP distribution LIST on my laptop so I can send emails to everyone on that list. I need help creating the list without typing one name at a time.

I successfully imported the CSV file into the laptop. However, the import created a new ADDRESS Book which is not usable as a group distribution list.

Thank you for your help.

Why not? The mailing lists have always converted to a list of to addresses when you send your mail, so there is no privacy improvement by using a list.

HAving said that you can only create lists for addresses in the book the list is in. You imported the list to a new address book, not you can now create a mailing list in that address book with those people.
