Websites Perpetually Loading

For a while now, websites will refuse to load unless I re-launch the browser or swap between troubleshooting mode and regular. To further clarify, the problem persists with both troubleshooting and regular modes. The website itself does not matter, as it happens with every website. When re-launching the browser the website works fine, but the issue might come back on a refresh. Furthermore, it might take several reboots to load the website. I have tried half a dozen different things from a clean install of Firefox to using a few recommended tweaks to the config.

Boot the computer in Windows Safe mode with network support to see if that has effect in case your Total Defense Internet Security security software is causing problems.
