I have started getting these error messages after successfully talking this email address previously. Not sure what is happening?? You seem to be talking about sending an email to a person which worked ok in the past but now you get a specific message from the server when you attempt to send to that person.

This has nothing to do with Thunderbird. So there's nothing to fix in Thunderbird.

The server sent a message to you and it tells you the reason. Messages from 203.42.40.145 temporarily deferred due to unexpected volume or user complaints

Suggest you start off by seeing if your IP address and also check your email address to see if it's been blacklisted. TRy spamhaus :
