I have the latest firefox 3.6 but I don't see the File, Tools, View, and other drop down menus. How do I get them?

I don't have the File, View, Tools, etc menus, so my firefox is handicapped. Can anyone help? I even downloaded the browser again, but still the main drop down menus are hidden.
