You can open the Bookmarks in the sidebar via View > Sidebar > Bookmarks (Ctrl+B)
Press F10 or tap the Alt key to bring up the "Menu Bar" temporarily.

You can find a toolbar button in the toolbar palette on the Customize page to open the bookmarks in the side bar (look for a star) and a Bookmarks Menu button (star with a drop marker) that acts similar as the Bookmarks Menu button on the right end of the Bookmarks Toolbar.

You can set the home page to this chrome URL to get the Bookmarks sidebar in a tab.
