I had the same problem. These annoying pop-ups come from an installed program called EpicPlay. Open your control panel (run appwiz.cpl) and uninstall EpicPlay. Your machine will reboot, and the problem should be fixed. At least that is how I solved the problem. Any questions, just let me know.
