Why do links open in new windows, not tabs, even when that option is selected?

Since update to v. 6 and now 7.01, clicking on links opens a new instance of Firefox instead of a new tab. In Tools\Options\Tabs. I have selected "open new window in tab instead" and it has no effect. What am I missing?

Mine don't just open in new windows, mine sometimes open in a new tab in a DIFFERENT window that I may have open, instead of the one I'm working in. So frustrating to have to click around instead of keeping each set of "category" tabs in each of their own windows.

Links that are opened via JavaScript window.open may open in a new window if they specify dimensions.

Thanks for the post. Unfortunately, while running in FF in safe mode may be doing the trick and thus implies an extension (though not necessarily), I haven't added any new extensions. So it is likely a problem introduced by FF since v. 6 or so. I suppose it could be that the extensions themselves need updating by their creators. Regardless it is all very time-consuming and frustrating, especially for something that one would think would be readily fixable.
