Favorites Toolbar Won't Show Up

Cannot locate favorites toolbar anymore or - does not show up in browser header. Right clicking to bring up toolbar menu shows no toolbar option so that I can drag down the URL icon from web pages onto the toolbar. I'm calling it the "Favorites" toolbar because that's what its called in IE. Also, the new tab plus sign doesn't show up on the side of the latest tab.

Be sure that "Bookmarks Toolbar" is checked (click on "Bookmarks Toolbar" to place or remove a checkmark):

Drag the site favicon on the left end of the URL/Location bar to the Bookmarks Toolbar to place a Bookmark for the site in the currently selected tab on that toolbar.

Drag the site favicon on the left end of the URL/Location bar to the Bookmarks Toolbar to place a Bookmark for the site in the currently selected tab on that toolbar.
