Can't download files

I have a brand new system (Win7 64) with FF 11.0 just installed. I cannot download any files. When I click to download, the Open dialog pops up,m and I select save. Then nothing happens. The current location is desktop, I tried to change the folder but when I go to Options and click the browse button, nothing happens either. I tried the recommendations I found but nothing seems to help. Using IE, I can download files freely.

For clarification, when I click the Browse button in the Options tab, the browse dialog does not appear. Nothing happens.

Update the Flash plugin to the latest version.

I removed FF and re-installed, and the problem is fixed. I will update the other plugins, but I just got this system today, and have not got that far yet.
