The tab bar won't scroll all the way to the end

I have been using firefox 11 for almost a month and today is the first time I have encountered the following problem.

I have enough tabs open so that the scroll arrows come up on the tab bar, but when I scroll left it only goes up to the second tab (keeping the first tab hidden) and any new tab I open doesn't appear in the bar as it won't scroll all the way right either. The tabs do exist, because in the drop down list of tabs they are there. That is the only way I can currently access the "invisible" tabs and the only way I can close them is Ctrl-W. All the visible tabs work fine.

Safe mode disables the installed Extensions, and themes (Appearance) in Tools (Alt + T) > Add-ons. Hardware acceleration is also temporarily disabled - the manual setting is Tools > Options > Advanced > General > Use hardware acceleration when available. Options > Advanced. All these settings/add-ons can also be individually or collectively disabled/enabled/changed in Firefox normal mode to check if an extension, theme or hardware acceleration is causing issues.
