Welcome to Firefox Page always loading at startup.

Every time I start firefox, the Welcome to Firefox webpage loads up, regardless of if I go in and reset my homepage or if I make it startup as with a blank page. This only started happening after I updated to version 13.0

I tried many of the available trouble shooting guides from Mozilla as well as users replying to people with the same problem and none of them work for me.

I also started Firefox in safe mode and opted the Reset all Preferences option and restarted and this also did not fix the problem.

Does anyone know what could be causing this, and how to fix it?

Yes, I've tried ALL of those, nothing has helped. I even reverted back to an old preference file and completely reset everything through starting in Safemode.
