I am still getting unable to load XRE functions after all the suggestions that I had
I dowload from your website, save it and run. I get the unable to load XRE functions as soon as it tries to launch. I the remove it and all associated files and try again with same result. Nightly used to work but when I download it the same thing happens

Does this only happen with the Nightly build or with other Firefox versions like Aurora and Beta and Release as well?
Do you have other programs installed that use the XUL Runtime Environment (XRE)?
Try to boot the computer in Windows Safe mode with network support (press F8 on the boot screen) as a test to see if that helps.
It happens with Nightly and all versions of Firefox.
You can try to use Process Monitor to see if you can identify any file loading problems.
