I did change the update settings here : Changed in Options > Advanced --> Update

Also I've updated to false in about: config,

app. update. auto - false app.update.enabled - false app.update.silent - false

Even So It's still updating, Many Times this Happen.. I am not sure why. Also it's required restart computer and I do restart and then reinstall older version 21 it again.

hello, are you using a computer with multiple user accounts?

firefox is installed on a system level for all users of the computer. if another user chooses to update the browser then it will affect you too. you could work around that by using a portable version of firefox (those are not supplied by mozilla directly though): http://portableapps.com/apps/internet/firefox_portable

If there still is such an option in your settings I would be surprised if it actually did anything to prevent upgrades. My version on a Linux distro does not have such an option. (But then I opt in for upgrades anyway)

It is possible to prevent upgrades but it is not normally recommended. Using an old insecure version of Firefox puts your personal data and system at risk.

OK if you have a Virtual Sytem, Bare Metal recovery plans, or are on a secure intranet, but not a good idea for ordinary users.

What is your reason for wishing to use Firefox 21 perhaps there are alternatives that may help you whilst using the Release (currently Firefox 22).

Why was I forced to upgrade from 14.1 to 25? Now my computer is laggy as hell. I do not need the NSA version of firefox, and how can I go back to what worked well, as opposed to this version 25 trash?
