OS: win 7 Firefox 23 was updated to 24. Since then i cannot create new tabs although when I navigate to "close tabs to the right" it shows correctly the number of tabs i tried to create and closes them. It does however open tabs from links.

Sounds that you are on the beta update channel (Help > About).
Does this also happen with the current release?
You can find the full version of the latest Firefox 23.0 release in all languages and for all Operating Systems here:
Start Firefox in Safe Mode to check if one of the extensions (Firefox/Firefox/Tools > Add-ons > Extensions) or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox/Firefox/Tools > Add-ons > Appearance).
- Do NOT click the Reset button on the Safe Mode start window.
- https://support.mozilla.org/kb/Troubleshooting+extensions+and+themes
Create a new profile as a test to check if your current profile is causing the problems.
See "Creating a profile":
- http://kb.mozillazine.org/Standard_diagnostic_-_Firefox#Profile_issues
If the new profile works then you can transfer some files from an existing profile to the new profile, but be careful not to copy corrupted files.

After disabling add-ons and re-enabling one-by-one, I traced this to the ancient Google Toolbar for Firefox 7.1.20110512W. It's long unsupported and only worked due to hacking it's install file to allow higher versions.
The conclusion that the Firefox 24 new tab problem is due to conflict with the old Google Toolbar (GT) seems correct.
In actual fact the GT, though unsupported, works 100% perfectly and continues to be useful. The only reason it didn't install in newer Firefoxes is that the install file explicitly prevented it from working based on Firefox version; the "hack" was simply removing the version check. Is there any chance of someone working out what to do to prevent this clash between Firefox 24 and the GT?
Trying to open a new tab with the GT enabled doesn't immediately work, but when next you open Firefox all the new tabs appear. A workaround to the GT issue is to Ctrl-click any link on the current page to open it in a new tab, which works; then use the newly-opened page instead of a blank page.
As someone who still uses the old Google Toolbar I was glad to stumble across this.
Since GT is no longer officially supported, does that mean I have no hopes of an official change getting the new tab button working again?
I'd really like both to work, and don't necessarily want to revert back to 23.
Since I am not a computer expert I chose the easy way out or around the problem, if you prefer. I disabled the Googletoolbar and I substituted it with the addons Googlebar and Google shortcuts. It takes alittle getting use to the different format but you get 100% functionality, in other words all the usefulness of the Googletoolbar is there.

Setting browser.newtab.preload to false in about:config fixed it for me
Type about:config into your browser, then type browser.newtab.preload into the long search bar that appears, then set the Value to False, restart browser and it shold be working fine just like it did for me.
Thanks for figuring out the issue.
Thank You very much for your efforts. It worked!
Your solution resolved my FF 24 tabs issue and allows me to continue to use Google Toolbar for Firefox 7.1.20110512W.
FF 24 seems to be working better ie faster and using less ram.
'as far as i can see new tab works on firefox 23 if you want this with the old google tool bar tool bar first you need to have https://addons.mozilla.org/en-US/firefox/addon/checkcompatibility/ addon installed then go to file hippo http://www.filehippo.com/download_google_toolbar_firefox/ (Google Toolbar 7.1.2011.0512b (Firefox) download this ,install it restart firefox you then should have new tabs working and google toolbar both working hope this helps'
Turning off preload worked. Thanks
