I don't think Thunderbird sets the quota, I think your mail service provider sets it. But I suppose you could confirm from the message itself who or what is the source of the quota.

well it is self explanatory.

You have exceeded your quota. The server sets the quota - there are no limits in Thunderbird.

Many servers set limits on number of emails sent per hour or per day. These limits can vary depending upon the server and the type of account you have purchased.
