Have Firefox on my PC; want to export (which I understand how to do) to the desktop of a second PC, and then import them from there.

When I attempt to import from the Desktop HTML file on the second machine, I open the desktop file, the bookmarks do not show up in the toolbar; in Manage Bookmarks I can see that a new toolbar is created for each time I attempt the process.

How to get the bookmarks into the Toolbar of Firefox on the second machine?

Make sure that those bookmarks are in the real "Bookmarks Toolbar" folder, positioned directly under the "All Bookmarks" folder, and not in a folder named "Bookmarks Toolbar" under the "Bookmarks Menu" folder as sometimes can happen if you import an HTML backup. You can mover the bookmarks via a Cut/Paste action to the correct folder.
