in IE is displays the line :- WHY DOES THIS DISPLAY AS SOURCE IN FIREFOX? In firefox it displays the whole source of the file ?

You see the page source if that file is send as text/plain instead of text/html.
You can check that in Tools > Page Info > General

So why does it appear correctly in IE and Safari but not Firefox? Do I have to change some settings in the web server? Or Firefox to view it as html?

Aaah haa on that server I had mime type .* set to text/plain so I changed that to :- .txt text/plain and added .htm text/html And cleared out firefox history and reloaded the page and hey presto is showed page correctly.
