I know infected site is reported by safe browsing in one account, but not on another account on the same machine. This also happens on other totaly different machines.

After some (too long!) time it works. But due to this, the owner of the infected site simply denies his site is infected.

What requirements must be met to get it i work? I am not a beginner, so please don't tell me how to use Firefox, unless I'm missing something not documented.

Tools > Options > Security : [X] "Block reported web forgeries"

If it was that easy, I would not be here. I know how to configure FF. I just can visit the infected site several times, before it gets reported.
