If a downloading file is paused, can it resume where it was stopped?

The download window, is stating it has 1 DAY, 11 HOURS remaining to complete a 691 MB file! When I paused it, and then hit resume, it started from the beginning again and I could not find the 60 MB file, I had already downloaded. If this happens every time, I will never finish this project. Is there a way to save, what I have and pickup where I left off? Inquiring mind would like to know. Thank you for your time & have a blessed day.

It is possible that the server doesn't support resuming.
It is better to use an external download manager to download such large files.
An external download manager has more options and usually gives an indication that resuming is possible or not.
