How to make ffx actually load the content to all the tabs from the last session

As of recently, when I restart ffx, all the tabs from the last session are opened, but not loaded. I want them all to load immediately, rather than load only when I focus on each tab.

Is that possible?

Options - > General

un-check - Don't load tabs until selected

That "tick box" is only active when Show my windows and tabs from last time is selected there. If it is greyed-out and not active you have an extension installed which is related session restore, and that pref is overridden in Options. Take a look at the prefs in that extension for that pref or a similar pref.
