You would need a text editor (Notepad, Gedit) to edit saved HTML
Do you want to edit the code of the web page or do you want to edit a document that you downloaded from a web page?
If you want to edit a file then you can save this file to your hard drive and open the file in a text editor.

If you need to upload an edited page to internet then you need and FTP file transfer program.
