Firefox is designed to show a different screen if there are two consecutive crash resumptions, but perhaps there is just enough success that you aren't getting the other screen. You might find it more convenient to always get the "choose windows and tabs" screen, so here is how you do that: (1) In a new tab, type or paste '''about:config''' in the address bar and press Enter. Click the button promising to be careful. (2) In the search box above the list, type or paste '''sess''' and pause while the list is filtered (3) Double-click the '''browser.sessionstore.max_resumed_crashes''' preference and change the value from 1 to 0 and OK that.
