Hello I just reinstalled Windows 10 and Firefox. I attempted to sign into my account, and my account was locked because my email address dcms61@icloud.com was returned. So I went to my iPhone and sent an email from my Comcast Internet mail address to send an email to my dcms61@icloud.com email and I had no issue receiving the email.

Could this be on your side because there is nothing wrong with my icloud.com email address. Can you please unlock my account so I can get my bookmarks, passwords and my apps back?

No, your are suppose to disconnect your device from Sync before reinstalling Windows. You have lost the token that was put on your computer for connecting to Sync.

If the computer that you did this to was the main command computer that the others get their Sync from disconnect the others from Sync so if get your account back your Sync will send empty and poof all your data is gone.

Sync does not replace doing backups :

Firefox Sync uses AmazonSES (aws.amazon.com) for email and this server maintains a blacklist. Also your email provider might be blocking the AWS website for some reason. If the Sync server can't deliver the email then the account will be blocked.

I do not have a backup of my Firefox account. I counted on Firefox Sync to do that. Now what can I do? Thank you Dave
