Is ot the right time to start using maildir instead of mbox in Thunderbird 60? Or is it still in experimental stage and not recommended?

Depends how adventurous you are. I am adventurous, but I have not used it for my production.

What do you mean by that?

If you cannot read between the lines, I would say don't use it.

Or you are not able to give appropriate answer. What you said is only suggestion.

You have to make the decision. I can only make a suggestion. My suggestion is don't use it.

Obviously, I make a decision, you make a suggestion. The question is why you do not recommend it. And you did not explain that. But I do appreciate your efforts.

The article is based on TB 38, the current version is 60. Are you sure it is up-to-date and the recommendation is still the same?

The article is based on TB 38,

That is not what it says. It says the feature was INTRODUCED in version 38. The article is largely accurate and if you cared to look deep you would see there are still many, many outstanding bugs https://bugzilla.mozilla.org/buglist.cgi?classification=Client%20Software&classification=Components&f1=short_desc&f2=OP&f3=short_desc&o1=nowordssubstr&o3=anywordssubstr&product=MailNews%20Core&product=Thunderbird&resolution=---&short_desc=maildir&short_desc_type=allwordssubstr&list_id=14613098

You can also look at the history of the article at https://support.mozilla.org/en-US/kb/maildir-thunderbird/history which clearly shows it was updated as recently as 5 months ago.

It is helpful to do some basic homework before asking questions

If that is not what it says, like you said, it is simply unreliable. As it was updated as recently as 5 months ago, in my opinion, it could not be up-to-date. Or it has not been improved for 5 months. I think it is no need to do any homework. It is obvious.

Summing up, I assume there was no significant change, so it is still experimental feature.
