I am looking for an easier way to save emails to folders on my hard drive. Is there a way to have those folders show in Local Folders and be able to drag emails from the inbox to them and have them saved as eml files?

TB doesn't store mail as individual eml files, but messages can be saved as eml files in an external folder by drag and drop from TB to File Explorer. It is possible to define multiple Local Folders with the LocalFolders add-on, but the messages aren't eml files. The maildir storage format is available (mbox is the default), and maildir messages are stored as individual files, but you may find there are disadvantages with that format - which is why it's not the standard.
