Windows installed program list is so notoriously inaccurate there is software to fix it. You would be better off getting one of those "installed program list" fixer programs.

Your reply gave me the clue that 24.5.0 was an phantom entry. I removed all references to it in the registry, and it is no longer in the list of installed programs, and 31.0.0 works just fine.
