I installed thunderbird in Windows 8.1. I followed the steps as described in http://www.wikihow.com/Set-up-Mozilla-Thunderbird Unfortunately, on step 2, the setup page did not show "ThunderMail-Local Folders", instead the setup page was completely blank. I tried to add the Account manually by choosing Options- Account Settings- Add mail account but the account cannot be added. Nothing appears here, no dialog boxes no messages.

If I choose Message-New message, I get the dialog box with only one option Newsgroup account, I do not option for email. Hence, I cannot add account in thunderbird.

Any Suggestions. Thanks

Sadly that link describes a process that is not correct for a new install.

When you started Thunderbird you should have been asked to insert your email address and password apparently you did not allow the wizard to complete for some reason so now you have NO account configured.

So open the Tools menu (alt+T) Select the account settings entry. At the bottom of the dialog is an account actions button, use it. Select Add mail account. Entry your name, email address and password when requestyed to set up you account. Do not select the get a new account button. Continue is what you need to do.
