I have plugins that save my children from browsing web sites they shouldn't do. But they're able to deactivate that plugins within their normal system account. How can I avoid this?

Browser plugins just don't "hack it". Install parental control software that can't be disabled by the user. Programs such as that which are installed to the operating system and not for a particular browser can't be as easily disabled by the user.
