are you using a modified theme perhaps? Or an IMAP server that does not support that functionality. I still get those arrows.

To check if it is an imap thing, take note immediately you send the mail if the arrow appears and then disappears it is a problem with your server. If it never appears it is probably an issue with a theme or add-on. Holding shilt while you start Thunderbird will start in safe mode and disable all themes and add-ons, try a reply in that state and see if the arrow appears.
