With all other applications running maximized (full screen) the Windows taskbar pops up from the bottom when the cursor is moved to the bottom of the screen, but now with Firefox. Why not, and how do I fix this?

Are you in fullscreen or maximized for Firefox?

There is an entry that show toolbars when in fullscreen you can check if its on in the about:config page, but if you have never been there before do not worry about this troubleshooting step. (I do not know if you have or not :-))

With those hypothesis it is possible to see if this happens in Safe Mode if you have any add ons or extensions that may affect this feature: Diagnose Firefox issues using Troubleshoot Mode

The about config pref is for showing the Firefox Tab bar and Navigation Toolbar permanently instead of sliding in when you move the mouse to the top and not for the Windows Task bar. I think that maximized mode should be able to show the windows Task bar, but I don't know about full screen mode. Also make sure that the Task bar is set to be always be visible and on top via its properties.
