Why does compacting the main folder cause duplicate sub folders to be created?

Often when I compact folders, a duplicate sub-folder is created with numbers added to the title. Some or all of the child folders under the sub-folders are also created. As a recent example I have a sub-folder titled "Electronics." When I compacted the parent folder, a duplicate sub-folder was created with the title "Electronicsea0de55d." Another example, I have a sub-folder titled "House systems." A duplicate sub-folder was created with the title "House Systems27640f43."

The duplicate folders often contain only some of the messages that are stored in the original sub-folder.

I'm using 31.4.0 but this problem has occurred in earlier versions. It occurs whether I self-initiate a compacting or when I answer yes to the question "Do you want to compact folders now?"
