How do I restore the "file" "edit" line toolbar?

Earlier today I visited a website in Tulsa, Oklahoma. Following that website visit, I lost the toolbar header which begins with "file" and "edit." This happened once in the past and I was somehow able to restore that toolbar. How do I restore this toolbar?

Right click on the title bar then check Menu bar, or press Alt or F10 to see the menu bar, click on View >> Toolbars >> Menu bar.
