Why does Firefox not allow you to save any .ico file as a custom favicon on the bookmark toolbar? Internet Explorer allows you to do this. Seems Firefox used to allow this as well (a while back). There are websites which do not have a favicon and I would like to add one so I don't have to have a description on the bookmark toolbar.

There used to be an extension or two which added that feature to Firefox. Examples that are no longer compatible with current Firefox versions. https://addons.mozilla.org/en-US/firefox/addon/favicon-picker-2/ https://addons.mozilla.org/en-US/firefox/addon/favicon-picker-3/ The original Favicon Picker is long dead and not listed at AMO any longer.

No one picked up with a new version when 'Picker-3' was abandoned. Internet Explorer stores favicons in a different manner than Firefox has ever done.
