Thunderbird window (classic view with folder and message pane) loses right scroll bar

Periodically during a Thunderbird session, the right scroll bars on the on thread and message pane disappear. When that happens, I can also no longer re-size the Thunderbird window along the vertical axis. This makes navigation- within the list of messages or within an individual message in the message pane - difficult. I usually have to close and re-start Thunderbird to get the scroll bars back.

I'm using:

 - Thunderbird 38.4.0 on Windows 7
 - a Lenovo laptop, screen resolution 1280 x 1024 on an external display or on the laptop display

Any suggestions would be appreciated - thanks!

I am not sure I'm posting in the right place so please excuse me if I'm not. I normally use Safari but couldn't even get this far without switching to Firefox. I am a Mac user and have an almost identical issue as the original poster. After a few Tbird updates, the scroll bar on the far right side doesn't work at all except for a split second. It really is not functioning correctly. Closing out and restarting has no effect. Please fix this problem.
