Do you mean on the Google results page, the triangle that moves between results when you use the up and down arrow keys?

That's an accessibility feature of the page when you have "Instant Prediction Results" enabled (the default setting). Usually it isn't activated until you press the Tab key.

Does it cancel if you press the Esc key twice? One press should focus the search box and the second press should refocus the body of the page. Then the arrow keys should return to scrolling.

Last time I checked, Google doesn't have a simple on/off setting for this feature, but you could switch from instant results (retrieved in the background) to traditional results using the preferences page: https://www.google.com/preferences
