Cannot get firefox 48, current download is firefox 43

I am on FF 47.01 and want to upgrade to FF48 to try Norton Vault, which has become finally available with limited features for Firefox after a years hiatus. When I try automatic upgrade, it tells me I am on the latest version, when I try to download the latest version from the Mozilla site (for a manual upgrade), it downloads 43.01 (yes 43.01, that is the version available), when I go to FF beta site I get 49. What is going on? The download from Mozilla site is not the latest, why would you want people use to FF43.

Firefox setups on Windows has been signed since 43.0.2 and since it is not possible to tell whether WinXP has SP2 or SP3 or if Vista user has certain needed patches. Mozilla decided to serve a version WinXP and Vista users can install and then update to current from.

Mozilla still supports WinXP and Vista unlike Google Chrome..
