Firefox does not vsync at all. There is terrible tearing when scrolling, and it is nowhere near as smooth or clear as other browsers. Websites that test web browsers frame rate always report 60fps. My firefox version is 49.0 & I think it's 64-bit.

I'd assume this is happened to very few users, but if it is happening to everyone maybe this can help a developer,
